getAvailableTokens

Get all available dust tokens for an address.

Used for fee calculation and coin selection. Only returns AVAILABLE tokens. Excludes PENDING (locked) and SPENT tokens.

Note: Values in database are static. Call calculateCurrentValue() on each entity to get time-adjusted value.
